TimingTool Lite is an online-only Java applet tool for editing timing diagrams. There's no cost to use this tool, but your design information goes over the net. It does have a GUI editing environment, and may be good for open-source projects to understand signal relationships to base HDL code on and for documentation. It should work fine on any platform with a Java supporting web browser.
